Who I am

A Professional and Reliable Notary Public

My name is Sorin Muflic. I am a Notary Public duly authorised to practise anywhere in England and Wales and a member of the Notaries Society. My practice is regulated through the Faculty Office of the Archbishop of Canterbury. I have completed the Notarial Practice Course at University College London and as such am a highly qualified lawyer with a legal obligation to verify the identity of persons appearing before me, as well as their capacity, authority, understanding of the content and legal effects of the documents and their willingness to sign. My role is therefore not to draft the documents themselves (that is the job of a foreign lawyer based in the jurisdiction in which the document is to be used), and certainly much more than that of a witness to the signing of a document.

I do my best to provide high quality notarial services. I do it out of passion for this wonderful profession, but also having regard to the benefits that my clients can find in working with me. My fees are friendly. They range from £49 for legalisation only (apostille) services to £149 for more complex powers of attorney. For miscellaneous declarations I generally charge £119 and to certify a copy of a document my fee may be £79. Where there are multiple documents to be certified, or where the same client needs to notarise multiple documents at the same time, my fees may be calculated pro-rata from my hourly rate of £250, and I reserve the right to make discretionary discounts depending on circumstances. My company is not registered for VAT purposes and does not charge VAT. Legalisation agent’s fees, the fees charged by the Legalisation Office, the rates of postal and courier services, and other additional costs that may occur will be separately charged. Traveling to the client’s home address, to a company’s headquarters or to meeting rooms in various cities may incur an additional cost, of which each client will be informed in writing at the appropriate time, before the trip and provision of services. The exact amount required of each client will be communicated in writing at the time of acceptance of the instructions.

Authentication

Powers of Attorney

A Power of Attorney is required when someone else must act on your behalf for a transaction abroad, such as when you purchase property in another country, or when someone needs to represent you before foreign authorities, educational institutions, companies or other individuals for various purposes. What I do is to verify your identity, ensure that you are acting of your own free will and without undue influence, witness the signing of the deed, and then affix my seal and signature.

Notarisation

Affidavits, declarations

You may need to take an oath or give a statement before a notary, which is then used abroad, either for court proceedings (such as when you are a party or witness to a trial in another country) or where your minor child must cross a border unaccompanied by you, or for other purposes. I might prepare that statement if you don’t already have a template, I will verify your identity, the fact that you have the mental capacity to give that declaration, that you understood its contents and your willingness to sign it.

Certification

Copies of documents

You may need a certified copy of your passport, identity card, driving licence, degree certificate, employment contract, National Insurance contributions record, or even a confirmation of the genuineness of an original birth, marriage or death certificate, or of an original ACRO certificate, because the foreign receiver will want to be sure that the documents that they get from you are true copies of the original or the originals themselves. If you present me with such documents, I verify their authenticity and certify them as required.

Legalisation

Apostille Service

The end user of your document, an authority or other legal professional in another country, will want to be satisfied that I am indeed a duly authorised notary public in England, and that the signature and seal affixed to the document belong to me. The procedure by which this confirmation is obtained is called legalisation, and it usually consists of obtaining an apostille on my notarial certificate from the UK Foreign Office. For some countries you will need further confirmation from their consulate. I can assist you with getting your document legalised, even where it is a Crown copyright document that does not need notarisation, just an apostille. I can arrange obtaining the apostille in a few days, through a legalisation agent.

Commissioner for Oaths

Administration of Oaths

I am an authorised person who may exercise the powers of a Commissioner for Oaths where the declaration is for use in connection with a matter within England or Wales. The fees that I must charge when so acting are currently £5 per declarant for taking a declaration, and £2 per exhibit. I cannot charge any higher fees for acting as a Commissioner for Oaths. However, this is limited to oaths and affidavits for the purpose of any court or matter in England and Wales. Declarations for use overseas, including for this purpose other parts of the UK (i.e., Scotland, Northern Ireland) and the British Isles, are taken in my capacity of a notary and charged accordingly.

Company documents

Companies need notarial services when doing business abroad and when they need to prove to business partners, banks or authorities in other countries that they are registered with Companies House, what the contents of their articles of association are, or what the current status of the company is. Companies may also need my services as a notary when executing Powers of Attorney authorising other people to act on their behalf in the course of their overseas business. I assist companies with drafting minutes of directors’ meetings or written resolutions as evidence of a director’s or other person’s authority to act for the company. Directors may need certified copies of their identity documents.

Our collaboration takes three simple steps, briefly described below.

Get a free consultation

The first step is to contact me, send me by email the draft of the documents that require notarisation (or a description of your needs, if you do not have a draft document), as well as any instructions received from a foreign lawyer, if there is one assisting you with your transaction overseas. I will review the documents and instructions and let you know if I agree to act and how we must proceed to comply with all requirements.

Get an appointment

If I agree to act, the second step is for me to ask for identity and other necessary documents, send you information on my terms of business, on how I collect, use, store and protect your personal data, on the complaints procedure, professional insurance and the fee for my services and associated costs. If you accept my terms and pay in full the amount indicated on the invoice, we will agree on a date and time for the appointment.

Have your documents notarised

The last step is to meet and notarise the documents. Before the meeting I will agree with your foreign lawyer (or the authority overseas that will be the end user of the documents) various technical legal issues, and I will prepare the documents in their final form. At the meeting I will make sure that the documents have been correctly signed, witnessed and sealed. After the meeting I can send the documents for legalisation (apostille) if required.
